Ukraine Humanitarian Response 2023: Situation Report
Escalation of War in Ukraine
According to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), the war in Ukraine has further escalated in 2023.
This escalation has caused widespread devastation in communities located in the eastern and southern regions and inflicted a severe toll on civilians residing near the front line.
The presence of landmines presents significant challenges for civilians attempting to return to their farms and for humanitarian efforts aiming to provide assistance.
According to OCHA, humanitarian organizations in Ukraine continue to provide assistance to a growing number of people every month, despite significant challenges.
By the end of April, 5.4 million had received aid.
Humanitarian Efforts and Challenges
OCHA points out that assistance has been successfully delivered thanks to the efforts of hundreds of humanitarian organizations and the UN’s and NGOs’ close work with local groups and community-based volunteers.
Insecurity and access challenges persisted, hampering assistance in areas under Russian military control, despite ongoing efforts to enable humanitarian operations throughout Ukraine.
According to OCHA, in 2023 alone, because of the deterioration of the security situation and shifts in the front line, humanitarian partners have lost access to almost 60,000 people in the east of Ukraine.
