Russia's War on Ukraine Dominates 2023 Japan Summit
G7 Unity for Global Peace
According to the G7 Japan 2023 Foreign Ministers’ Statement, Canada, France, Germany, Italy, Japan, the UK and the US are “more united than ever” in the pursuit of international peace, prosperity and security.
The G7 remain “steadfast in upholding and strengthening” the free and open international rules-based order.
G7 Foreign Ministers reiterated their strong opposition to any unilateral attempts to change the “peacefully established status of territories by force of coercion anywhere in the world.”
G7 Stands Firm Against Russian Aggression
The statement notes that G7 Foreign Ministers remain deeply concerned about foreign interference, information manipulation, and other hostile actions designed to undermine democracy.
They emphasize that their countries' steadfast commitment to supporting Ukraine in defending itself against Russia’s war of aggression will never waver.
G7 Foreign Ministers state that a just and lasting peace in Ukraine cannot occur without the immediate, complete, and unconditional withdrawal of Russia’s troops and equipment from the internationally recognized territory of Ukraine.
Russia's Nuclear Threats
Russia’s “irresponsible” nuclear rhetoric and its announced deployment to Belarus of nuclear weapons is unacceptable. The G7 Foreign Ministers reiterated that any use of nuclear, chemical, or biological weapons by Russia would be met with “severe consequences”.
G7 Foreign Ministers stated that Russia’s “weaponization of food” has compounded economic vulnerabilities, escalated global food insecurity and malnutrition, and exacerbated dire humanitarian crises.
They “deplore” Russia’s systematic targeting of Ukrainian Black Sea ports and civilian infrastructure and welcome steps by Ukraine to strengthen export routes free of Russian control.
G7 Strengthens Sanctions and Pursues Accountability
The G7 members will reinforce their coordination on sanctions to restrict Russia’s access to critical goods and technology and will take further actions to prevent the evasion and circumvention of their measures against Russia.
G7 Foreign Ministers reaffirmed that Russia’s foreign assets in their jurisdictions will remain immobilized until Russia pays for the damage it has caused to Ukraine.
They also reiterated their commitment to holding those responsible to account for crimes committed in Ukraine consistent with international law, including support for the efforts of international mechanisms such as the International Criminal Court.
Ukraine's Recovery and Security
G7 Foreign Ministers recommit to supporting Ukraine’s “immediate, medium, and long-term recovery and reconstruction” in the face of Russia’s aggression.
They are increasing efforts to assist Ukraine in meeting its winter preparedness needs, including by continuing to provide critical energy assistance.
The G7 members will each “advance, in close coordination, our work with Ukraine on specific, bilateral, long-term security commitments and arrangements” in line with the G7 Leaders’ Joint Declaration of Support for Ukraine.
